Are You Familiar with the New York State Consumer Credit Fairness Act?

Is anyone familiar with a bill before the NYS senate called the CONSUMER CREDIT FAIRNESS ACT? I understand that, when enacted, it will change the face of collections and civil litigation in NYS.

The law would limit the statute of limitations to three years, require a copy of a signed contract be attached to any consumer civil litigation, require court verification of service prior to issuance of a default judgment, etc.
