There are a lot of banks that will not do business with a collection agency, no matter what kind of debt they collect.  This is a fairly common occurrence.

Bank of America and several others will not entertain loans to collection agencies (among other industries), at least this was the situation last time we applied.

HSBC is the same way, unless you were "grandfathered in" before they changed their policy.
